I spent more than two decades inside the U.S. federal government in senior management and leadership roles. Across that career, I led management functions, built coalitions across agencies, designed metrics that held programs accountable, and implemented policies that had to survive contact with real institutions, not just look good in a memo.
I've sat in the rooms where decisions get made. I've seen what it looks like when an outside organization walks in without understanding the culture, the process, or the unwritten rules. And how much faster things move when they do.
