Why Reform Matters to Me
Twenty-four years inside the federal government teaches you a lot about what works. It also teaches you, often with uncomfortable clarity, what doesn't, and why it stays broken long after everyone involved knows it needs to change.
Two Roles. One Mission.
As a navigator, I help private organizations, nonprofits, and govtech firms work effectively with the federal government as it exists today. As a reformer, I engage in the harder, longer work of rethinking how it should work tomorrow. These roles aren't in conflict — understanding how the system actually operates is what makes reform proposals credible, implementable, and real.

RECENT REFORM WORK
We The Doers - Senior Advisor
As part of the leadership team of this emerging government reform organization, I helped set the agenda, facilitated brainstorming sessions, and shaped the analysis behind published work on the root causes of government dysfunction and federal firing processes.
Led coalition development.
Partnership for Public Service - Advisor
Collaborated with the Partnership to develop a journey map of the federal performance management process, and provided substantive feedback on draft legislation, analyzing overlap, duplication, and implementation. Continues to engage actively with federal practitioners and policy thinkers on reforming performance management culture, training, and statutory frameworks.
IBM Center for the Business of Govt - author
In partnership with the Partnership for Public Service and the Niskanen Center
Designed and hosted a human capital reform roundtable and served as lead author on the resulting report, with recommendations on federal recruiting and hiring, onboarding, and linking workforce investments to organizational outcomes. Publication anticipated August 2026.
